Naguey Tailings Dam — Failure Scenario Exercise
The Philippine Mine Safety and Environmental Association required an externally validated failure-scenario rehearsal — to test mine-emergency-response-plan (MERP) alignment, downstream-community alerting, and regulator notification.
Approach
Borealis scoped and ran an ARTEMIS Mining tabletop exercise: simulated tailings breach, downstream-community evacuation logistics, environmental-monitoring loop closure, and regulator notification — all timestamped for after-action review.
Result
Documented gaps in initial community-alert timing and inter-shift handover protocols; closed in a follow-up plan revision. The exercise became a template for the operator's other facilities in the region.
